Ukraine Escalates Drone Strikes on Russian Energy and Nuclear Facilities

According to www.oil.com, Ukraine's military launched drone strikes against a Russian oil refinery located in the Nizhny Novgorod region. This attack is part of a broader offensive aimed at crippling Russia's energy infrastructure, which also includes a nuclear power facility.


In a statement released on January 29, Ukraine's Defense Ministry claimed that the refinery was "providing support to the Russian occupation army." The ministry emphasized that operations against strategic sites aiding Russian military actions would persist.


Radio Free Europe/Radio Liberty verified the incident through geolocation data, corroborating social media reports that depicted significant fires at the Sibur-Kstovo oil refinery near Nizhny Novgorod. Additionally, officials from several Russian regions—including Smolensk, Nizhny Novgorod, Tver, Kursk, Leningrad, and Bryansk—reported overnight drone attacks by Ukrainian forces, although they did not specifically address the refinery incident. In response to safety concerns, authorities in Kazan and St. Petersburg temporarily halted traffic.

Vasily Anokhin, the Governor of the Smolensk region, took to Telegram to announce that various civilian structures were under heavy drone assault. While details remained sparse, it was noted that the Smolensk Nuclear Power Plant, a key energy producer located approximately 100 kilometers from Smolensk city, is in the vicinity.


The Russian Defense Ministry reported that its defenses successfully intercepted 104 Ukrainian drones across multiple regions overnight. However, independent verification of these claims was not available.


Both Ukraine and Russia have increasingly relied on unmanned aerial vehicles (UAVs) in recent months, frequently targeting each other's energy sectors. Russia, in particular, has been accused of inflicting extensive damage on Ukrainian civilian infrastructure using drones, rockets, artillery, and various explosives. Despite substantial evidence, the Kremlin continues to deny targeting civilian areas.


On the Ukrainian front, Governor Vitaliy Kim of the Mykolayiv region reported that two women lost their lives in a Russian missile strike on the city. Meanwhile, Ukrainian President Volodymyr Zelenskyy criticized Russian President Vladimir Putin for his reluctance to engage in peace negotiations, asserting that Putin aims to prolong the conflict indefinitely. Zelenskyy emphasized that Putin's actions are designed to make the war endless, reflecting his frustration with the lack of direct talks.


In contrast, Putin addressed Russian state television, suggesting that while negotiations with Ukraine are feasible, they cannot occur with Zelenskyy, whom he labeled "illegitimate" due to the expiration of his presidential term during a period of martial law. Putin proposed that any negotiations should involve the Ukrainian parliament's chairman acting in accordance with the constitution, adding that there has been no indication of a desire to proceed with such discussions.


Meanwhile, Axios reported that the U.S. military has moved approximately 90 Patriot air-defense missiles from storage in Israel to Poland, with the intention of supplying them to Ukraine. The operation involved decommissioned Patriot systems that the Israeli Air Force had retired over three decades ago following their deployment during the first Gulf War. After Israel announced the decommissioning, Kyiv requested that the missiles be returned to the U.S. for refurbishment before being forwarded to Ukraine, according to sources familiar with the matter.
